‘Advertising is now so near perfection’ – who said it?

Lovely quote from John Plender, writing in the Financial Times:

‘the trade of advertising is now so near perfection that it is not easy to propose any improvement’

But who said it?

    It was that great 18th century man of letters Dr Samuel Johnson, whose dictionary first defined the word ‘magazine’ in its present day publishing sense, according to John Plender in the Financial Times.
